True rest

Absorbing a lot of this, and also trying to figure out what "local
state" really means.  A good example is a REST website with a dropdown
box.

The options:
- dropdown box + submit button
- submit (refresh) on option change

The former has local state, the latter doesn't.

Is abolishing this kind of local state a good idea or not?

Problem is that the latter needs javascript.  I would like to avoid
javascript in "static" pages.

In this case it seems simpler to generate a list of links instead of
using a dropbox.
