PT2399 digital delay IC (Danelectro FAB Echo)

Ordered the FAB Echo for $15 [3].  At first sight this seems to be a
digital delay line with an R-tunable oscillator for the digital
machinery.

I wonder why the digital oscillator frequency is so high though:
2-20MHz as mentioned in [1].  Is this a sigma-delta delay line with
the signal stored in binary?
