Low level "functional" machines don't make sense.

I'm really coming back from this.  The most important attribute of
low-level code is simplicitly.  If that means "dumb state machine",
then so be it.

Typically the idea of "driver" makes sense: use a higher level
language for configuration management, and convert to low-level
state-setting commands.
