Cells in flash for storing VM code.

What is necessary?  Something that supports CAR/CDR and NCAR/NCDR for
representing code in Flash memory.

The problem is that CONS needs to work on such references: any object
or part of an object that eventually gets stored in a RAM pair needs
an address that maps into RAM cell space.  That's quite a constraint.

However, just storing pairs like is done in RAM isn't a problem as
long as relative<->absolute translation is done properly.  For an
embedded target with known memory map this can probably be done
efficiently.

To have "more code" in the Flash, not consuming cell address space,
the simplest approach is probably to just compile to machine code or
other internal data/code reps.  Anything goes there.
