cond -> hygiene

The '=>' syntax in 'cond' is the first place I encounter that needs to
introduce variables.

  (let ((x expr)) (if x (function x) <else>))

However, it seems that x is perfectly shielded from the lexical scope
of function, so there is no danger of unhygienic effects.
